District Plan Review Committee

The District Plan Review Committee met at key stages of the process before the the Draft District Plan finally went out for public consulation in October 2013. The Committee has now disbanded and has been replaced by the District Plan Hearings Panel.

District Plan Review Committee Membership

The District Plan Review Committee is comprised of two elected councillors, one elected Community Board Chair, and three external advisors who have been appointed to the District Plan Review Committee by Council.

External members: David Taipari, Morrie Dunwoodie and Ian Munro.

David Taipari currently serves on the Hauraki Maori Trust Board, and is also the Chairperson of the Independent Maori Statutory Board. As General Manager of Ngati Maru Runanga, David has carried out various roles, amongst them Iwi Development, Heritage Management and Environmental Management.David is currently involved in Treaty of Waitangi settlement negotiations.

Ian Munro is an urban designer and urban planner with extensive working familiarity with the RMA and District Plans. Ian worked with us on the Local Area Blueprint project, has a Master’s degree in planning, urban design, and environmental law. He is an accredited and independent Hearings Commissioner and is a full member of the New Zealand Planning Institute.

Morrie Dunwoodie is a recently retired Consulting Surveyor and sold his interest in Dunwoodie Green Surveyors Ltd four years ago. He grew up and started work in Paeroa and consulted around the Coromandel Peninsula for over 40 years, living in Thames since 1966. Morrie has a strong interest in Heritage issues on the Peninsula.

Purpose of the District Plan Review Committee

This committee was formed to:

  • Ensure all matters relating to the District Plan Review are addressed appropriately and legal obligations are met.
  • The committee assists with development and refinement of draft and proposed District Plan directions and policy.
  • The committee advises on community engagement and consultation processes.
  • The District Plan Review Committee determine matters within the Resource Management Act 1991, schedule 1 with regard to preparation and review of the Proposed District Plan.

Role of the District Plan Committee

The District Plan Review Committee is a Committee of Council that was established in December 2010 to assist in the District Plan review process.

The review aims to build a robust planning document for our District that provides for development but also gives adequate protection to its inherent values and to the wellbeing of our residents. Mining, coastal and rural subdivision, intensification and expansion around our towns, protection from natural hazards, and so on will all be considered as part of the District Plan Review. The process will take place over a couple of years and much work has been done in preparation already.
